Summary
Reporting to the VP Global Trade, this position is responsible for ensuring compliance with U.S. Export Administration Regulations and for developing and managing BD’s export compliance program, while supporting overall organization objectives. This position works cross-functionally with transportation, logistics, master data, R&D, manufacturing, sales and legal to ensure that all export compliance requirements are met. This position also works with BD’s freight forwarders to identify, address and resolve export compliance matters and related performance issues.
Responsibilities
- Develop and oversee the implementation of BD’s export compliance program to ensure compliance with applicable regulations, including those administered by BIS.
- Provide leadership and support to BUs and functions related to export compliance management, ECCN determinations, training, auditing, improvement strategies and process redesign.
- Responsible for the design and implementation of enterprise-wide export compliance policies and standard work instructions.
- Responsible for classification reviews, ECCN determinations, encryption reviews, CCAT submissions, AES audits and corresponding activities to support export compliance.
- Conduct risk assessments/audits of export-related processes and documentation. Identify gaps and drive corrective actions, where needed.
- Serve as Subject Matter Expert on export issues including, but not limited to, denied parties, embargoed countries, and red flag issues.
- Develop, lead and manage team handling SPL screenings and FTA qualifications.
Requirements
Experience
- Minimum of 6-8 years experience of increasing responsibility in Global Trade, Global Transportation/Logistics, Supply Chain or related functions, preferably within med-tech industry.
- Must have a strong functional knowledge of EAR, FTR, and OFAC export control regulations.
- Strong technical skills, including encryption technology and application to export controls.
- Knowledge of medical device exemptions in the EAR
- Experienced with SNAP-R and CCAT submissions
- In depth knowledge and experience with SAP/GTS
- Experienced with ACE/AES declarations, requirements and carrier compliance measurement.
Competencies
- In-depth knowledge of international trade policies and regulations of applicable government entities including the Bureau of Industry and Security, the Office of Foreign Asset Control and the Food and Drug Administration.
- Understanding of export controls/licensing laws and regulations of foreign countries.
- Ability to identify future trends and requirements in the relevant environment and construct meaningful strategies to address these needs.
- In-depth experience classifying using product literature, application-specific information, and evaluation of engineering feedback.
- Excellent analytical skills and a proven ability to interpret and implement regulations.
- Strong communication (both verbal and written), problem solving and interpersonal skills.
- Excellent organizational, prioritization and planning skills.
- Strong team player and team leader
- Ability to independently develop, lead, drive projects and initiatives from inception to closure.
- Demonstrated ability to manage multiple complex projects and understand business objectives.
- Proficient with adapting and utilizing technology to improve productivity.
Education
- Bachelor's Degree preferably in Business, International Trade, Supply Chain, Operations Management, Economics, or other related field or equivalent.
Certifications
Licensed US Customs Broker (preferred)
Certified U.S. Export Compliance Officer (preferred)
