Job Description

Job Summary

The Regional Head of Operations & Market Enablement manages supply chain execution and performance throughout the META region. They focus on reliable service, resilient supply, compliance, and cost efficiency in a sophisticated and volatile environment.

The role leads regional supply chain and customer service teams and acts as a critical enabler of BD’s Integrated Business Planning (IBP) process, partnering closely with the EMEA Planning organization, Commercial, Finance, Quality, and Global Supply Chain functions. While planning ownership resides within EMEA Planning, this role ensures robust regional inputs, disciplined execution of approved plans, and strong bidirectional feedback loops.

The role is a key driver of BD Excellence deployment, regional GTM transformation, and capability building in alignment with BD’s global operating model.

Key Responsibilities

1. Regional Supply Chain Leadership & Performance

  • Own META regional supply chain performance across OTS, OTIF, service reliability, inventory health, cost‑to‑serve, and compliance.

  • Lead and develop regional supply chain teams across customer service, order management, logistics, distribution, and operational execution.

  • Serve as the senior supply chain partner concern point for critical customer issues, market disruptions, and geopolitical risks.

  • Ensure clear accountability, talent development, and succession readiness within the META organization.

2. Enabling IBP implementation & Planning Interface

  • Act as the primary regional interface to EMEA Planning for demand, supply, and scenario alignment.

  • Ensure high‑quality regional inputs into IBP, including market intelligence, demand signals, supply constraints, and regulatory or logistics risks, Inventory strategies and working capital trade‑offs.  Special focus on improving forecast accuracy levels for the region in the first 6-12 months.

  • Drive disciplined execution of IBP‑approved plans within the region, including service, inventory, and allocation decisions.

  • Provide structured feedback to Planning on execution gaps, bias, and assumptions to continuously improve IBP maturity.

This role does not own planning decisions but is accountable for IBP effectiveness from a regional execution and outcome perspective.

3. Customer & Commercial Enablement

  • Partner with Commercial leadership to enable growth, tenders, new product launches, and management of strategic accounts, ensuring supply feasibility and service commitments are realistic and executable.

  • Embed customer‑centric supply chain practices, including proactive communication during constraints and disruptions.

  • Support Strategic Account Management (SAM) and distributor models with clear supply chain rules of engagement in line with BD standards.

  • Drive structured collaboration with Commercial to translate GTM priorities into service, inventory, and logistics strategies, including segmentation where required. Implement customer/product segmentation to tailor service, inventory, and logistics design to market needs.

4. Logistics & Go-to-Market Transformation

  • Lead end-to-end logistics and go-to-market (GTM) transformation initiatives across META, with a focus on network design, 3PL orchestration, and market access acceleration

  • Build and implement fit-for-purpose 3PL distribution networks in priority growth markets (e.g., Saudi Arabia, Qatar), ensuring compliance with local regulatory requirements while optimizing cost, service, and scalability

  • Coordinate system, process and master-data implementations linked to 3PL operations (e.g., WMS, TMS, integration with ERP/Control Tower), ensuring seamless data flow, visibility, and standardized execution across partners

  • Transition from fragmented or distributor-led models to structured, BD-controlled logistics ecosystems, improving visibility, inventory positioning, and service reliability

  • Drive last-mile and customer delivery excellence, aligned with commercial GTM strategies and channel evolution

  • Establish robust governance, performance management, and partner integration models with logistics providers

  • Logistics, Distribution & Network Execution

  • Own performance of regional logistics, distribution, and 3PL partnerships, including logistics partner scorecard performance (e.g. DC and 3PL SLA attainment around timely, accuracy, damages, customs clearance lead time / import cycle times, cost-to-serve,)

  • Drive resilience against disruptions (e.g., port congestion, customs delays, geopolitical instability).

  • Lead regional network improvements and footprint optimization in alignment with global strategy.

  • Ensure trade compliance, and product integrity standards are met across all META markets.

5. Inventory, Working Capital & Cost Discipline

  • Drive improvements in inventory turns, E&O reduction, and working capital, aligned with IBP outcomes.

  • Balance service, risk, and cost in constrained and emerging‑market environments.

  • Lead regional efficiency and cost competitiveness initiatives, including value engineering in logistics and distribution.

6. BD Excellence & Continuous Improvement

  • Champion BD Excellence as the operating system for META Supply Chain.

  • Deploy Lean, problem‑solving, and performance management disciplines to improve flow, reliability, and predictability.

  • Establish end-to-end visibility and performance management across internal teams and 3PL partners through standardized important metrics, governance cadence, and digital enablement.

7. Quality, Regulatory & Risk Management

  • Partner with Quality and Regulatory Affairs to ensure compliance by develop while enabling speed and flexibility.

  • Own trade compliance and import/export execution across META, including broker governance, customs performance, and adherence to local country requirements.

  • Proactively identify and mitigate supply risks related to regulatory changes, product transitions, or market access constraints.

  • Lead crisis management and recovery efforts when material supply disruptions occur.

Leadership Expectations

  • Act as a trusted thought partner to Regional Leadership Teams and the EMEA / Global Supply Chain.

  • Lead with transparency, resilience, and decisiveness in sophisticated and ambiguous conditions.

  • Role‑model BD values, ethics, and a One‑BD approach across functions and geographies.

  • Build strong cross‑functional followership without formal authority in a matrix environment.

  • Global Supply Chain (Manufacturing, Logistics, COEs, SC Excellence)

  • Distributors, 3PL partners, Key Customers, External Authorities

Experience & Qualifications

Required

  • 15+ years of progressive supply chain leadership experience in sophisticated, supervised environments (MedTech, Pharma, Healthcare preferred).

  • Demonstrated experience leading multi‑country, culturally diverse regions, ideally including emerging markets.

  • Strong background in logistics and E2E SC execution.

  • Proven track record in transformation, standardization, and change leadership within matrix organizations.

  • Experience working with mature IBP / S&OP operating models.

  • Direct experience deploying Lean / BD Excellence–type methodologies.

  • Fluent in Arabic language is a must.
