Reporting to the Senior Manager, Commercial Operations, theBilingual Manager,RFPand Contractingis responsible foroverseeing the day‑to‑day activities of the RFP and Contracting team and driving operational excellence throughout the full RFP lifecycle (from active stages through post‑RFP activities). This role will lead the training and development of the team’s contracting capabilities, implement process improvements, and build a high‑performance team of four direct reports specializing in RFP and contracting to deliver best‑in‑class support for BD’s commercial vision and strategy.

The Manager willleverage, strengthen, andmaintaina robust RFP process whileestablishingcore competencies for disciplined contracting and proposal development. As a key member of the Operations Leadership Team, the Manager will partner across functions to improve handoff processes, enhance collaboration with commercial teams, and contribute to the BD‑Canada operations strategy. This role will also act as an escalation point, working with sales and marketing leadership to prioritize deliverables effectively.

A strong emphasis on continuous improvement and operational excellence is essential to meet evolving business needs while ensuring compliance with legal and financial requirements. Priorities include building a roadmap with key stakeholders, increasing visibility and reporting, driving standardization and efficiencies, and developing team capabilities.

Job Responsibilities:

  • Lead and drive alignment of cross functional support for business strategy and tactical goals/planningperformance measurement to advance BD effectiveness and market position.
  • Align the business against a RACI model for RFP strategy (pre-RFP to post-RFP) to reinforce the best practice process.
  • Support commercial success by defining and driving contracting and proposalproficiencythat meets business unit targets (revenue growth and profitability), in addition to the customer’s needs.
  • Build relationships with legal counsel (internal and external) to ensure supportmeetsbusiness expectations to draft and execute corporate agreements, supplyagreementsand incentive proposals ina timelyand customer focused manner.
  • Maintain familiarity with applicable contract laws, assess companyimpactand notify relevant parties (i.e., Law 17, competition act, etc.)
  • Maintain familiarity with financial obligations/limitations involved in capital/consumable business support models.
  • Lead and build a high performing team through employee development, accountability, and mentoring.
  • Demonstrate and promotecompanyvalues and leadership behaviors.

Education and Experience required:

  • Bachelor’sin business administration,health or lifescience, law, or nursing.
  • 5+ years of progressive experience in proposal/tendering (RFP), pricing management, and contract/rebate administration within a complex commercial environment.
  • 3+ years of proven experience leading and developing high‑performing teams, with a strongtrack recordin coaching talent, driving performance management, and enabling sustained team growth.
  • 3+ years of paralegal background with provenexpertiseindrafting, interpreting, and executinglegal documentation, contract review, and compliance processes. 
  • Must be fluent in both French and English, with strongproficiencyin reading, writing, and speaking in both languages to communicate and collaborate effectively with internal and external stakeholders, including in Quebec.

Knowledge and Skills required:

  • Demonstrated abilityin Contracting & Redlining,demonstratingproficiencyin reviewing, editing, and negotiating contractual terms. 
  • Ability to interpret complex legal language and ensure accuracy in contract revisions.
  • Process creation and documentation
  • Strong business, legal and financial acumen with a passion for relationship management and deal shaping.
  • Change management and project management experience and the proven ability to improve and drive operational processes throughout a matrixed organization.
  • Strategic agility and ability to develop long-term strategic and collaborative relationships across allfacetsof the organization and with customers.
  • Strong teamplayer with excellent communication, interpersonal and customer service skills.
  • Self-motivated,results-oriented, dedicated,driven,and able to communicate effectively at all levels.
  • Proficient with MS Officesuite, such as Word, Excel (VLOOKUP), Outlook, and PowerPoint.

Preferred qualifications:

  • Experience within the medical device industryis stronglypreferred.
  • Experience with Salesforce.com (case management), SAP,Power BIandQlikVieware preferred.

Our salary or hourly rate rangesrewardassociates fairly and competitively. We regularly review these ranges and factors, such as location, contributeto the range displayed.

Our pay is based on the role and the necessary skills and education to perform it successfully. The salary or hourly rate offered isdeterminedby therole'sspecific requirements, including any applicable step rate pay system at the work location. Salary or hourly pay ranges are influenced by labor laws and Collective Bargaining Agreement (CBA) requirements applicable to the worklocationwhich may also affect the workplace arrangement of the role.

Salary Range Information: $95,000 - $145,000 CADAnnual.
