The Health Economics and Outcomes Surgery BU lead (HEOR) is responsible for delivering a robust and high impact HEOR strategy and executing through in-business, central and external HEOR resources.  The BU lead must align business strategy with regional objectives; aggregate Healthcare Decision Maker evidentiary requirements in priority markets and ensure appropriate evidence generation and communication strategies are in place to achieve access and adoption objectives.  This leadership role requires collaboration with the BU leadership team, regional HEOR peers, functional peers in marketing, access and medical and the central HEOR function to ensure all priority programs have appropriate HEOR strategies integrated into product plans and are resourced for success. The BU lead must demonstrate advanced experience in health economic and outcomes research methods including but not limited to cost-effectiveness and budget impact modeling, database analysis methods, dossier development, etc.) and ensure rigorous execution and validation of HEOR work to support BD Surgery product planning and market access.

Responsibilities:

  • Design, implement, and oversee HEOR strategies specific to BD Surgery devices and technologies, ensuring relevance for payers, health systems, and providers in priority markets.
    • Own the entire lifecycle of health economic projects, from identification of evidence needs relevant to BD Surgery, to development, execution, validation, and communication with clinical and commercial stakeholders.
    • Lead development and execution of health economic models and analyses tailored to surgical interventions, including but not limited to value dossiers, cost-effectiveness models, budget impact analyses, and real-world data utilization for BD Surgery products.
  • Ensure that all value communication tools (including economic models and budget impact models) are effectively implemented, tracked, and utilized by regional and country teams.
  • Ensure that HEOR strategy is incorporated into broader commercial strategy (ASR planning, market shaping, new product development, etc.) budget and planning.
  • Hire and lead HEOR team to support HEOR business needs.
  • Directly manage and review external vendor HEOR work to ensure alignment with BU strategic goals and compliance with methodological best practices.
  • Gather clinical and economic stakeholder input and conduct necessary HEOR analyses to inform portfolio decisions and guide product strategy -- May include cross-functional collaboration with R&D, Medical Affairs, Market Access, Regulatory Affairs and Marketing
  • Interact with external thought-leaders and government/payer groups to develop KOL network to conduct research, develop advocates, and gather insights to inform value creation and communication.
  • Provide product value and evidence through collaborations with reimbursement, medical/scientific affairs, and marketing, activities may include:
    • Reimbursement: reimbursement submissions, payment issues, policy statements, HTA submissions
    • Medical/Scientific Affairs: clinical study development support and execution
    • R&D: new product development value creation
    • Marketing: market assessment, value story development
  • Serve as the hub for HEOR insights from countries and regions to ensure well-rounded guidance of new product development and launch success.
  • Serve as the local HEOR expert in the absence of regional or country level functional support.
  • Manage external vendors where needed, e.g. RFP creation, project management, procurement processes, etc.
  • Provide guidance to lower-level employees and may have direct reports/administrative responsibilities.
  • This position will report to the Central HEOR organization with strong dotted line reporting to Medical Surgery BU Leader. The individual must leverage Central HEOR resources (RWE, Data Analytics, etc) in support of Surgery BU objectives, thus must be able to work in a highly matrixed organization.

Qualifications:

  • Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers and cross functional senior associates, mastery of technical skills, develop, and coach junior associates, and work in a matrix environment to achieve meaningful outcomes and create business impact.
  • Doctoral degree (PhD or PharmD, or MD/DO) in related field with 8 to 14 years of experience conducting HEOR research (Related fields include: Health Services Research, Health Economics / Economics, Psychometrics, Health Policy, Outcomes Research, and Pharmacy Administration) or MPH, RN, and RPh degrees with 10+ years of research in multiple therapeutic areas and a minimum of 3 years in HEOR.  Device/diagnostics experience required.
  • Active leadership or participation in HEOR communities with a focus on device/surgical economics (e.g., presentations/publications focused on surgical device modeling, ISPOR Surgery or Medical Device SIG).
  • Has substantial hands-on experience planning and executing health economic modeling projects (e.g., cost-effectiveness, budget impact, RWD analyses), ideally within the context of surgical devices and business development.
  • Has a record of owning and delivering against functional operating plans at the product or business level.
  • Has wide experience and knowledge of the external OR/Clinical/Regulatory/ Reimbursement environment.
