Job Description Summary
Employee is responsible for all “customs business” undertaken on behalf of any U.S. Divisions/Business Units that have entered into a service agreement with the US importing entity (C.R. Bard) and the maquiladora. The employee will oversee the customs department and will manage all transportation to and from the manufacturing facility (cross border movements), and some pick-ups at the vendor dock. Employee is also responsibility for the US cross dock.Job Description
- Ongoing education concerning Mexican customs regulations, CBP and FDA importation requirements.
- Establishment of, and oversight for, an internal customs compliance program to satisfy CBP’s “reasonable care” requirements.
- Classification of materials.
- Reconciliation program.
- Country of origin determination and marking auditing
- Support in response to all inquiries from CBP.
- Provide recommendations on country of origin marking to U.S. Division/Business Units.
- Special duty rate programs.
- Required transportation of goods to include required documentation (BOL)
- Leading USMCA/TMEC Drive.
- Look for duty and fee avoidance strategies.
- Direct oversight of Mexican customs compliance.
- Manage all aspects of transportation required of support of the manufacturing site.
- Establish departmental budgets and maintain KPI’s on performance to budget.
- Establish KPI on carriers providing service both Northbound and Southbound carriers.
- Responsible for northbound shipments up to arrival at cross dock.
- Responsible for the cross-dock expense monitoring and management of service.
- Managing of all brokerage and freight forwarding services provided.
- Process invoices to ensure current payment to vendor under his management.
- Others as defined by manager.
- Management of the C-TPAT program for the foreign manufacture
- Submit permit applications/extensions for temporary importation to COFEPRIS and Secretaria de Economia.
- Obtain weekly pediment Report from MX Customs Broker for review and approve.
- Assure compliance of CTPAT reports requirements.
- Additional project activities as required.
- Coordination with customs Analyst/Specialist for Imports and Exports
- Maintain record Keeping according to law for Imports and exports.
- Maintain record Keeping for Special Permits
- Document Control record for changes on BOM's.
- Assisting for Annual Inventory
- Transportation spends and budget.
- Carrier performance
- Performance to budget.
- Timely renewals and control of all permits pertaining to border crossing of raw material, components, machinery, chemicals, and finish products.
- Clear and timely communication of all customs issues to necessary positions.
- Customs Compliance in all areas
- Position has full authority and full responsibility inbound and outbound transportation matters. The position also has full authority and full responsibility to ensure customs compliance in both US and Mexico.
