Job Description Summary

The Senior Specialist, Human Capital partners closely with business leaders and Managers across Singapore and Southeast Asia to build a high performing and values driven organization. The role provides tactical and operational HR support across workplace culture, change initiatives, talent management, onboarding, employee experience, HR policy governance thereby ensuring alignment with BD’s organisational values and business priorities.

Job Description

1. HR Business Partnership & Advisory

  • Serve as HR Business Partner to assigned functions, providing guidance on work teams planning, team dynamics, and associates’ engagement
  • Coach managers on people leadership, performance management, and BD cultural expectation
  • Support leaders through organisational and process change initiatives, ensuring smooth transitions and effective communication
  • Provide operational HR support throughout the employee lifecycle, including internal mobility coordination, job changes and rewards payment
  • Partner with Managers and identified Talents to diagnose development needs across functional and leadership competencies and co-create development plans that are targeted, actionable, and aligned to long term organisation and associates’ needs
  • Facilitate ongoing three‑way conversations (Manager–Talent–HR) to track progress, identify barriers, and recommend adjustments to support development
  • Partner closely with the Talent Management & Development COE to ensure people managers complete the Manager Effectiveness Program, supporting their assimilation into BD’s expectations of people leadership and equipping them with the capabilities required to lead effectively

2. New Hire Experience & Onboarding

  • Manage the end‑to‑end onboarding experience for Singapore office
  • Continuously improve onboarding design to strengthen cultural integration, stakeholder connections and implement sustainable onboarding components (e.g  Product immersion experiences) to enhance and streamline the new hire journey

3. Employee Engagement & Workplace Culture

  • Lead the workplace culture recertification process for SEA countries, including survey planning, communication, and reporting by collaborating with SEA HR teams to ensure consistent messaging and harmonious execution of GPTW certification milestones
  • Conceptualise workplace culture and employer branding campaigns aligned with BD’s values, culture, and employer value proposition
  • Amplify BD’s workplace culture and purpose internally and externally to strengthen employer brand visibility.
  • Support culture‑building programs that promote psychological safety, collaboration, and team effectiveness.
  • Analyse Voice of associates (employee engagement survey) data to identify key insights, trends, and opportunities for improvement.
  • Partner with leaders to develop and communicate clear, actionable engagement plans, ensuring follow‑through and continuous improvement
  • Support in developing monthly SEA newsletter and townhall communications

4. HR Benefits, Policies & Governance

  • Support communication of local employee benefits, ensuring clarity and accessibility of information for associates
  • Act as a liaison between Associate Service Centre, insurance broker, and employees by facilitating benefits briefings and communication sessions
  • Review and update the Singapore Employee Handbook and HR policies to ensure alignment with the latest statutory requirements and BD practices

5. HR Operations & Employee Lifecycle Management

  • Provide operational HR support throughout the employee lifecycle, including probation management, internal mobility coordination, and offboarding processes.
  • Prepare HR dashboards and reports as required to support business decision‑making

6. Data Analytics & Project Execution

  • Support HR and business projects, driving process improvements and people‑related initiatives across functions and countries and run analytics for the projects / HR function to glean insights into HR action related to HR programs
  • Manage project activities including scope definition, stakeholder management, communication planning, and evaluation of outcomes

SKILLS & COMPETENCIES

  • Strong grounding in HR fundamentals, including talent management, learning and development, employee engagement, HR policies, benefits administration, and understanding of Singapore employment legislation
  • Ability to build trusted partnerships across functions and levels, with strong communication, coaching, and influencing skills
  • Experience designing and facilitating workshops on team effectiveness, onboarding, culture, with the ability to foster psychological safety and collaboration
  • Strong project management capabilities with sound planning, coordination, stakeholder engagement, and execution discipline
  • Analytical mindset with the ability to interpret data, run analytics modelling, draw insights, shape recommendations, and evaluate program effectiveness
  • Experience driving culture and employer branding initiatives, including supporting Great Place to Work surveys and broader engagement activities
  • Proficient in creating clear, compelling presentations for leadership and HR programs, along with proficiency in Microsoft Office and HR systems.
  • Demonstrates initiative, adaptability, and strong ownership, with the ability to work effectively in a fast‑paced, matrix environment and collaborate as a customer‑focused team player
