Job Description Summary

This position is responsible for providing engineering and technical support for the facilities maintenance team and executing facilities-related capital projects as well as develop and implement improved methods of manufacturing, procedures, and processes that result in improved efficiencies, yields, machine operations, and quality at the El Paso site. Ensures compliance with BD quality systems, policies, procedures, and best practices, and all local, state, federal and BD safety regulations, policies and procedures. Regular, punctual attendance is an essential job function. Ability to read and write and converse in English. Willing and able to uphold BD Values.

Responsibilities

1. Leads the definition of project scope and provides accurate plant operational requirements necessary for the engineering design. Responsible for the facility and utilities design, layout, installation, validation and maintenance, including air compressors, steam boilers, electrical service, WFI water, potable water, compressed gases, vacuum, etc.

2. Coordinate closely with Global Integrated Engineering (GIE), external engineering firms, and internal stakeholders to support the development of engineering designs. Provide site inputs required for engineering calculations, design validation, and system integration including facility layout constraints, existing infrastructure and utilities capacities, operational and maintenance access requirements, and process and safety requirements. Support review of engineering deliverables to ensure alignment with plant operational needs.

3. Responsible to budget, design, and coordination of all new construction, such as building renovation, clean room construction, etc. project work. Monitor contractor workmanship, progress, and compliance. Ensure compliance with local, state and national environmental practices and laws, as well as insurance and safety requirements.

4. Support engineering teams in identifying safety and compliance requirements applicable to projects. Provide plant input related to hazardous area classifications, fire protection requirements, environmental and regulatory considerations, and corporate engineering and safety standards. Participate in risk assessments and design reviews to ensure safe and compliant system design.

5. Support the maintenance, reliability, and improvement and/or upgrading of facilities grounds, building, equipment and utilities. Assess risks to facilities systems and create plans to address gaps. Coordinate facility preventive maintenance programs with the maintenance team to ensure integrity of infrastructure systems.

6. Complete capital project requests, purchase orders, and maintenance work orders as needed in support of facilities-related items.

7. Other duties as assigned.

Deliverables

  • Project Planning and Execution – Prepares and implements project or improvement plans for areas of responsibility including but not limited to: efficiency improvements, cost reduction or quality improvement programs, environmental compliance, new product support and other process improvements. Acts as the driving force for the project, coordinating all resources and activities necessary to ensure on time execution to the project or process improvement plan, identify and work through barriers that hinder progress.

  • Preventive Maintenance Planning and Coordination – Responsible for managing all PM plans and tasks within assigned area to ensure effective completion of maintenance according to PM schedule. Follow up on machine breakdowns with any necessary updates to the PM system to facilitate continuous improvement of machine reliability.

  • Technical Writing / Documentation – Must possess excellent technical writing ability. Required to prepare specifications, thoroughly documents all equipment, machines, and tooling with accurate and clear detailed prints and maintenance instructions.

  • Validation – With the assistance of the Quality Engineer and validation team, creates all necessary documentation associated with the BD change control process and coordinates facilities-related validation activities to ensure on time execution according to the project or process improvement plan.

  • Manufacturing Support – Provides technical guidance as needed to site personnel using good decision making, problem solving, and trouble-shooting techniques to minimize potential loss or correct ongoing manufacturing issues.

  • Capital Request / Capital Management – Prepares a plan for procurement of capital construction and equipment including obtaining of quotes, vendor investigation, budgeting, and scheduling. Prepares specifications, place orders, coordinate procurement, install equipment, debug and coordinate the startup of new or modified equipment from outside firms or as modified internally, manages capital spending on assigned projects to ensure spending in accordance with the plan capital budget.

  • Design – Coordinate design activity with outside vendors, internal departments, and GIE support, as necessary. If resources are unavailable, perform own design and drafting as required. Redesigns or oversees the redesign of existing equipment to incorporate improvements relating to safety, machine reliability, product quality, environmental compliance and / or cost reduction

Qualifications and Requirements

  • None with Bachelor’s Degree

  • Greater than 5 years of engineering related experience with Associate’s Degree

Knowledge, Skills, Abilities

Level = Proficient

  • Ability to lead engineering projects related to productivity improvement, cost savings, capacity expansion or new process development

  • Knowledge of building-related systems, such as: 1) electrical (switchgear, panels, transformers, etc), 2) mechanical (steam boilers, air compressors, HVAC, and water/sewer), 3) civil (roofs, structural, foundations)

  • Engineering design, including ability work with design and construction drawings

  • AutoCAD, MS Office Suite, technical writing, organizational and presentation skill

  • Knowledge of cGMP, FDA regulations and/or medical device manufacturing experience

  • Oral/written communication
